Definition
A SIM box is a VoIP-to-mobile gateway loaded with many local SIM cards, used to deliver incoming international calls into a country as if they were local mobile calls. Used this way it bypasses the licensed interconnect and its termination fees. This is known as SIM-box or interconnect bypass fraud and is illegal in most countries.
What SIM-box bypass is
Legitimate international calls enter a country through licensed carriers and the destination operator’s interconnect, which charges an international termination rate. In bypass, a call is carried over the internet to a SIM box inside the country and re-dialled from a local SIM, so the operator sees a cheap local call instead of an international one.
The harm is well documented by the GSMA and regulators:
- Lost revenue for operators and lost tax and fees for governments.
- Hidden caller ID: the recipient sees an unknown local number, which undermines trust and can hamper emergency and security services.
- Poor quality: extra hops and compression cause delay, echo and dropped calls.
- Network congestion in the cells where SIM boxes operate.
Legal status
Most countries treat unlicensed termination of international traffic as illegal, and SIM-box operation is a criminal offence in many of them, with equipment seizure and prosecution. It also breaches mobile operators’ terms of service, which is why the SIMs involved are disconnected. Owning a GSM gateway is not illegal; using it for bypass is.
How operators and regulators detect it
At a high level, detection combines two approaches:
- Test-call generation (FAS / TCG): independent systems place international test calls into the network and check whether they arrive with the correct international caller ID or as local SIM calls.
- CDR analytics: operators analyse CDRs and network data for SIMs whose usage patterns differ from normal subscribers, then investigate and block them.
Regulators add enforcement, SIM registration rules and cooperation between operators.
