Definition

Wholesale VoIP is the business of selling voice traffic capacity between carriers and service providers rather than to end users. Wholesale carriers buy and sell per-minute routes to destinations worldwide, interconnecting over SIP, and compete on price, quality and reliability under licences and interconnect agreements with the networks they reach.

How the wholesale voice market works

A retail provider, such as a calling app or SIP trunk reseller, sends international calls to one or more wholesale carriers. Each carrier publishes a rate deck: prices per destination prefix, often in fractions of a cent per minute, with billing increments such as 1/1 or 60/60. The carrier then hands the call to another carrier or to the destination network’s interconnect, where it pays a termination rate.

  • Routes are graded by quality, from premium “CLI” routes with full caller ID to lower-cost routes.
  • Quality metrics: ASR, ACD, PDD and caller-ID delivery.
  • Switching: a Class 4 softswitch performs least-cost routing across vendors.
  • Settlement: CDRs from both sides are reconciled before invoices are paid.

Licensing and legitimacy

Legitimate wholesale traffic reaches its destination through licensed carriers and formal interconnect agreements, and the destination network is paid its termination rate. Routes that deliver international calls as if they were local, typically by passing them through SIM cards in a SIM box, bypass those agreements. This is illegal in most countries and damages quality through lost caller ID and poor audio. Regulators and operators actively detect it.
